There are few missing command on both HC and silent, here is the list. Didn't have time to go and check all lvl one by one, but this should be all:
!Showbans missing from all member level. (Including trial level)
No !cancelvote from lvl 4 to 19
No !disorient/!orient on lvl 19 supposedly missing from lvl 18 and above.
No !lock/!unlock on lvl 19(on both Jaymod and NQ it was added with the structure change) supposedly missing from lvl 20 and 21 too.
No !resetxp on lvl 19 supposedly missing from lvl 18 and above.
No !rename on lvl 16 its avaible on lvl 17 and above.
And lvl 19 has the following commands, which are not granted on other mods.
!userlist
!userban
!userbanpb
!usersearch
!userinfo
!userinfopb
