So what that is showing, is not the speed of each individual core, but the first one is the maximum speed, and the second is the current clock speed.

In this case, the governor is lowering the speed either because of power settings, or overheating.

To check/change your power configuration, go to the control panel -> Power Options. post-9897-0-85715100-1406569690_thumb.png From there, choose "High Performance.post-9897-0-93297600-1406569708_thumb.png It may be already in your preferred plans, or it could be in "Additional Plans" (usually is for non-power users). Click on that radio box to select it, and then click "Change Plan Settings" and "Change Advanced Power Settings". You will be presented a window that looks like this: post-9897-0-17654700-1406569748_thumb.png From there, find the "Processor Power Managment", and make sure that both the minimum and maximum states are at 100%. From there, click "OK", and close the power settings window. You should be good to go. :)

I would suggest then installing a program like SpeedFan, or AIDA Extreme trial to determine the temperature of your CPU.
In addition, it probably wouldn't be a bad idea to flash your BIOS, even if there is not an update currently available, as that might reset some "toggled" restrictions in place, and/or replace any corrupted settings.
