I had the same issue like 3 weeks ago. Was a problem of my ISP with North American Servers. I just called them and in 3 days my ping got to normal. I mean, there are lots of ways to get ping 999 like bad IPS, virus/malware, modem, servers, traffic, bandwidth, etc. Just try multiple solutions and maybe it will work again!
