WEll CPU isn´t the worst but even my dual core lags sometimes when PB starts using 100% of the CPUS :P So when that lag starts hit CTRL+ALT+DEL and see what taskmanager shows. Also try \com_hunkmegs 168 or 192. Do you have antivirus or some other programs running backround, like Win update? Something updateing could eat resourses also.

Check also what values for rate, snaps, maxpackets \players in console shows for you.
